There is no doubt that we want to eliminate waste of public money, which is more than just and sacred. However, the question is different. That is, what and how can and must be done to improve. That is, how to avoid the complaint along with the risk of seeing it turn into resentment, become a cost to society, and then lead to the resentment of this or that branch of the PA? With the “mouth” in the end, everyone can say what suits them best, but the facts and “how” will always count the one or the other difficulty that it will be possible to deduce if an administration was efficient and closer to the people. This “error” highlighted by Carcaterra, which it is hoped will be addressed also not to leave only the humanity of the operators responsible for violating some (dis)positions or not, as it is clear that it is not only about ASL or its management . The division, partly apparent to some less than others, between different branches of public administration and the people affects all levels. Broadening the speech, it does not exclude the politics expressed and used to “govern” – ultimately all citizens at best – the municipalities. In addition to the merits that Serrara Fontana should be recognized for the initiatives that it intends to launch to make the territory more attractive and open even to an international public, and the disadvantages that affect others to varying degrees, an aspect that must never be forgotten. but on the contrary, it should highlight every administrative activity, it has to do with the criteria of economy, efficiency and effectiveness (or good performance) of the public administration. In summary, the economy shows the need for the administrative action to manifest itself through a rational use of resources that is proportionate to the achievement of the set goals; efficiency, on the other hand, expresses the relationship between goals and results; finally, PA effectiveness (or good performance) represents the relationship between resources and outcomes. The element that immediately stands out is the “goals”. That is, “where do you want to go” and “how”, directly or indirectly refers to a programming activity that is often absent in the administration and politics that are called upon to show the way. And in this already seen “story” another problem arises. Those who ask for (that is, ask for attention to a critical issue), as in the case of Carcaterra, are often framed by politics as a nuisance to be gotten rid of or to be set aside. So ASL did well to respond to him: “Nevertheless, it is right that the channels of dialogue on such demanding topics are always open to share difficulties and choices. In this spirit, the words that appeared in the open letter represent an important stimulus that guides us to encouraging discussions that increasingly underpin our mission. The same thing that citizens would like to hear from politics but only after it has worked or solved a difficulty. Not before.
